This is the wee little seal that, well, seals one end of speedo drive pinion. The speedo drive pinion is that gear thing with the colored teeth that talks to your speedo.  There are clips and clamps and other seals and washers that all marry together and seal up that hole on the side toward the rear of your tranny.  It is number 37, Page B9!
