On the late NADA cars, the front flasher lamp assy is mounted onto these stainless brackets which are bolted to the bottom edge of the front bumper. Earlier cars have a cast pot-metal plinth mounted to the body. This is for the left-hand side. I think some safety official felt the body mounted style was too hidden.
