On the late NADA cars, the front flasher lamp assy is mounted onto these stainless brackets which are bolted to the bottom edge of the front bumper. This is for the right-hand side. Both RH & LH are new old stock. The stainless is unpolished but nothing that a bit of elbow grease can't change!
